Sozialpolitische Steuerungsregime in Europa: Die Rolle der Sozialpartner in Renten- und Arbeitsmarktpolitik

Forschungsfrage/Ziel:

Die Sozialpartner (die Arbeitgeberverbände und Gewerkschaften) spielen eine wichtige Rolle in vielen europäischen Sozialstaaten. Das vergleichende Forschungsprojekt untersuchte ihre Rolle in der sozialpolitischen Steuerung, besonders während der Entscheidungs- und Implementierungsphase. Es verglich die unterschiedlichen sozialen Steuerungstraditionen in zwei Politikfeldern: in der Alterssicherung (öffentliche und private Rentensysteme) und in der Arbeitsmarktpolitik (Arbeitslosenversicherung und Arbeitsämter). Anhand von Länderstudien ausgewählter westeuropäischer Wohlfahrtstaatsregime analysierte das Projekt die unterschiedlichen Governance-Formen und ihr Einfluss auf die (und ihre Abhängigkeit von den) Reformen der letzten zwei Jahrzehnte.
Das Projekt erforschte, ob die Entwicklung den pfadabhängigen institutionellen Traditionen folgte oder ob institutioneller Systemwandel möglich ist. Wenn auch die Rolle der Sozialpartner in der Bismarckschen Sozialversicherung und der Nordischen Arbeitsmarktpolitik tiefgreifend institutionalisiert war, so wurden die soziale Steuerungsstrukturen in diesen Ländern zum Gegenstand erheblicher “Metareformen” in den letzten zwei Jahrzehnten, vor allem dort wo diese Selbstverwaltungsstrukturen einen Reformstau erzeugten.
Im Projekt wurden mehrere Beiträge in Sammelbänden und Zeitschriften zur Rolle der Sozialpartner in der Sozialen Governance der Politikfelder Alterssicherung und Beschäftigungspolitik veröffentlicht. Zusätzlich wurde eine Fallstudie zur Steuerung in der Arbeitsmarktpolitik in Deutschland im Rahmen eines internationalen Projektes von AIAS, Universität Amsterdam, erstellt. Des Weiteren wurden ein Projektantrag über "Nichtbeschäftigung in Europa: Eine vergleichende Analyse sozialer Risikogruppen in Haushaltskontexten" entwickelt und erste Analysen mit dem ELFS, dem SOEP und dem BHPS auf internationalen Konferenzen und Workshops präsentiert. Seit Förderung durch die DFG ab September 2011 wird das Projekt im 8. Forschungsprogramm als Projekt A1.3 weitergeführt.
